In 2024, a State Significant Development Application is being prepared by The Proponent for a new community in the heart of Burwood town centre.

The proposal includes the development of three, state of the art residential apartment buildings located at 28-34 Victoria Street, as well as 17 and 21 George Street Burwood.

The proposed community will offer high quality amenity for residents, commercial, retail and office spaces in the heart of Burwood. It is ideally located within walking distance of local shopping centres,restaurant, cafes and transport options.

Vision

The development will be approximately 200 metres from Burwood train station and 750 metres from the future Burwood North Metro Station. Residents and commercial users will also have direct access to Westfield Shopping Centre located just opposite the site.

What is proposed?

The proposal involves three buildings at:

• 28 Victoria Street

• 17 George Street

• 21 George Street

A Development Application for a 30-storey mixed use development at 28 Victoria

Street was approved by the Sydney Eastern City Planning Panel in September 2020. A 21-storey mixed use development at 17 George Street also received approval. In December 2023, the NSW Department of Planning,

Housing and Infrastructure (DPHI) made various amendments to the Infill Affordable Housing Provisions of the State Environmental Planning Policy (Housing) 2021 for the purpose of increasing housing supply and housing affordability in NSW.

In response to these changes, and to address ongoing housing supply issues across greater Sydney, The Proponent is proposing modification to approved plans, as well as putting forward a proposal for a new building at 21 George Street, Burwood. The revised proposal will include additional height which will allow the delivery of more apartments, including the provision of 75 affordable housing apartments.

A State Significant Development Application is now being prepared to seek approval for the proposed amendments to 28-34 Victoria Street and 17 George Street, and for the additional building at 21 George Street.

What is ‘Affordable Housing’?

Affordable housing as defined by the State Environmental Planning Policy (Housing) 2021 is for very low to moderate income households and is for members of the community who cannot meet there housing needs in the general market.

Affordable housing is priced to allow for a household to spend no more than a certain amount of income on rent.

Affordable housing

The proposed development at 21 George Street will include provision for affordable housing, making housing accessible to members of the community who cannot meet their housing needs in the general market.

By providing affordable housing, The Proponent will ensure that low and moderate income households will also have opportunities to access to high quality rental accommodation in the heart of Burwood.

The planning process

A new state significant development (SSD) pathway has been introduced for residential development with a capital investment value of over $75 million in Greater Sydney, and $30 million outside Greater Sydney, which includes at least 10 per cent affordable housing.

When planning, design, and all accompanying technical studies have been completed, a State Significant Development Application (SSDA) will be submitted to the NSW Department of Planning, Housing, and Infrastructure (DPHI) in mid-2024.

Following review by DPHI, the SSDA and all supporting documentation will be placed on public exhibition for a minimum of 28 days and members of the community will be invited to make a submission about the proposal.

The SSDA and public submissions will be reviewed by the DPHI and a determination will be made by the department, or referred to a planning panel for determination if required.
